Some food bloggers describe arrowroot blancmange as a form of custard. It is not really custard. Custards is softer compared to blancmange.

The key difference between blancmange and Panna cotta is the thickener.

While Panna cotta is uncooked and gelatin-set, most blancmange recipes also use cornstarch or arrowroot as a thickener, in which case the mixture is cooked because arrowroot/cornstarch needs to come to a boil and constantly stirred to thicken properly.
